Sealed Source DESCRIPTION:,
The 4D3A is a doub y-encapsulated sealed source.
3M Brand Radiating Microspheres are placed into an inner capsule.
A plug is inserted into the inner capsule and silver brazed in place.
The inner capsule is then inserted, plug facing in, into an outer capsule.
A second plug is inserted into the outer capsule and is heliarc welded in place.
All components are made from type 304 stainless steel.
I The 3M Brand Radiating Microspheres used in the 4D3A are small ceramic particles ranging from 0.001-0.008 in. (30-200 microns)
]
in diameter.
Cobalt-60 is absorbed into the particles.
The isotope is then fixed permanently to the particles using a heat treatment.
The inner capsule is a hollow cylinder with one end open measuring 0.180 in. (0.457 cm) long with a 0.250 in. (0.635 cm) diameter and a wall thickness of 0.040 in. (0.102 cm).
The inner wolding plug inserted inte it (after the radioactive material is loaded into the capsule) is a 0.040 in. (0.102 cm) thick disk with a diameter of 0.171 in. (0.434 cm) nominally.
The outer capsule it a hollow cylinder with both ends open and a wall across its interior.
The cylinder is 0.437 in. (1.110 cm) i long and has an outer diameter of 0.375 in. (0.953 cm).
On one end is a hollow cylindrical chamber 0.230 in. (0.584 cm) deep with a diameter of 0.255 in. (0.648 cm).
The inner capsule fits into this chamber.
On the other end is a smaller hollow cylindrical-tapped chamber, measuring 0.157 in. (0.399 cm) deep with a diameter of 0.159 in. (0.4C1 cm).
The outer welding plug inserted into the larger chamber tv hold in the inner capsule assembly is a 0.050 in. (0.127 cm) thick disk with a diameter of l
0.256 in. (0.650 cm).

Sealed Source LABELING:
The following information was engraved on the exterior of each 4D3A outer capsule:
3M Company X mc Co-60 Serial XXX Model 4D3A Date CONDITIONS OF NORMAL USE:
The sealed source was intended for use in gauging devices and was installed in gauging devices by the device manufacturer.
Typically, this high-integrity gamma sealed source was used where extreme environmental conditions existed.
PROTOTYPE TESTING:
A prototype of the Model 4D6D source, which is identical to the Model 4D3A with the exception of the source isotope, was tested according to the specifications of ANSI N542-1977 and achieved a classification of 77C66546.
l A prototype of the 4D3A source loaded with 50.00 mci (1.850 GBq) of krypton-85 was subjected to the following tests:
- 1. Heat Test -- Heat the source at 932'F (500*C) for 30 minutes.
- 2. Quench Test -- Quench the source from 932*F (500*C) to cold water temperature.
932'F (500*C) for 30 minutes.

Sealed Source PROTOTYPE TESTING: (Continued) 4.
Impact Test -- Drop a weight generating 2.0 ft-lb (2.7 N-m) on the sides of the source at two points 180*. apart, and on each end, performing the test 20 times at each point.
After each test, the source was wipe tested and leak tested.
The wipe tests were counted in a detection instrument capable of detecting less than 0.0001 pCi (3.700 Bq) of cobalt-60.
All wipes showed less than 0.0001 pCi (3.700 Bq) of removable cobalt-60.
The leak tests were performed by immersing the source for a minimum of 10 seconds in water at 200*F (93.33*C) and observing any bubbles generated.
All leak tests were negative.
EXTERNAL RADIATION LEVELS:
External radiation dose rates were calculated for a 2.000 Ci (74.00 GBq) Co-60 source as follcws:
Distance Maximum Radiation Level (from surface)
(cm)
(in)
(R/hr)
(Sv/hr) 5 1.97 1077 10.8 30 11.81 29.9 0.3 100 39.37 2.69 0.027 OUALITY ASSURANCE AND CONTROL:
The following quality control procedures were followed during production of this source:
1
- 1. After the inner plug was silver brazed in place, the inner capsule was cleaned until wipe tests showed less than 0.0005 Ci (18.50 Bq) of removable cobalt-60.

- 2. After the outer plug was welded in place, the source was l'
wipe tested. If the wipe yielded more than 0.0001 Ci (3.700 Bq) of removable cobalt-60, the source was cleaned until this wipe' test limit was reached.
- 3. The source was then stored for 7 days and wipe tested again, j
If this second wipe yielded more than 0.0001 C1 (3.700 Bq) l of removable cobalt-60, the source was rejected.
4.
Before shipment, the source was again wipe tested.
This l
wipe also had to show less than 0.0001 Ci (3.700 Bq) of removable cobalt-60 or the source was rejected.
LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:
This source may be used only by persons specifically
. licensed by the NRC or an Agreement State.
Handling, storage, use, transfer, and disposal: to be determined by the licensing authority.
This source shall be leak tested at intervals not to exceed I
6 months using techniques capable of detecting 0.005 Ci (185.0 Bq) of removable contamination.
This registration sheet and the information contained in the references shall not be changed without the written consent l
of the NRC.

l SAFETY ANALYSIS SUMtiARY: (Continued)
Based on our review of the Model 4D3A source, and the information i
and test data cited below, we continue to conclude that this sealed source is acccptable for specific licensing purposes.
Furthermore, we continue to conclude that the Model 4D3A source would be expected to raintain its containment integrity for normal conditions of une and accidental conditions which might occur during uses specified in this certificate.

MINNESOTA MINING AND MANUFACTURING (3M) INACTIVE FILES hf FROM:
SUBJECT:
INACTIVATION OF REGISTRATIONS BASED ON AUGUST 6, 1991, LETTER.
A number of the background files for the registration certificates reauested (by 3M letter dated August 6, 1991) to be made inactive contain limita;f information on the products. A search of 3M registration, archive, aiid license files, and information in NUDOCS was performed to obtain additional information. Also, 3M was contacted to obtain any additional information that may have been in their files. 3M provided limited additional information concerning these products and indicated that the information provided represented all additional information in their files.
Additional information obtained from these sources has been added to the applicable registration files.
At the present time, the information contained in the background registration files represents all available information for these products.
In addition, a number of these products were originally reviewed and approved by the Atomic Energy Commission (AEC).
The reviews performed for these products to make the certificates inactive were based on the information available, the previous reviews and approvals, and the historical use of the products (i.e., reports i
of failures or design problems, or the lack thereof).
In several instances, insufficient information was available to perform an adequate safety review.
In these instances, the certificates have been reissued based solely on the original AEC review and approval, and no additional safety review was performed.
