SUMMARY
- CRYSTAL RIVER UNIT 3 This letter refers to the meeting which was held in our office at our request on July 5, 1989.
The purpose of this meeting was to discuss the licensee's response to'the June 16, 1989 and June 29, 1989, Loss of Offsite Power Events, the corrective actions being proposed to reduce the probabilities of reoccurrence, and to. gain information regarding the licensee's emergency diesel generator upgrade program.
It is our opinion that this meeting was beneficial and provided a better understanding of the issues.
In accordance with Section 2.790 of the NRC's " Rules of Practices," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

SUMMARY
On July 5,.1989,Ja meeting was held between Florida Power Corporation and the NRC, in the NRC, Region II Office to discuss the licensee's response to and their proposed gorrective actions associated with the June 16 and June 29, 1989, loss of offsitd~ power (LOOP) events.which occurred at the Crystal. River

Unit 3 facility.
The licensee provided a. general ' overview of the Crystal River Unit 3 onsite/offsito power distribution system.
In addition, the licensee provided a brief overview of the June 16 and ' June 29, 1989, LOOP events, highlighted the

offsite electrical distribution limitations and component failures which contributed to these events.
Based on these events, the licensee concluded 1
1 that their operators reacted properly to maintain positive control of critical.
plant' parameters and. that -the plant responded to the events in a predictable
. In' addition, the licensee expressed that their operator training manner.
program, plant procedures and overall operator experience assisted in the mitigation of these events.
The licensee, in response to these LOOP events, initiated an offsite power
. source upgrade. study..The licensee discussed the following upgrade options
>which they are currently evaluating:
1.
Replacing the existing Crystal River Units 1 and 2 transformer with a larger unit.
2.
Add a new dedicated transfu mer in parallel to the existing Crystal River Units 1 and 2 transformer.
3.
Add a new bay to the 230 KV substation and add a dedicated Crystal River Unit 3 transformer in the substation.
The licensee also presented an overview of the emergency diesel generator i
upgrade program, which is currently scheduled to be completed during cycle 7 refueling outage, beginning in March 1990.
Both diesel engines will be l
' modified to a turbo-blower series configuration and an on-line monitoring system which will automatically record and trend 52 different engine, generator and auxiliary system parameters will be installed.
The licensee committed to complete their evaluation of the upgrade options and
. doc'ument their proposed long-term corrective actions in a submittal to the NRC Region II Regional Administrator by July 26', 1989.
In addition, the licensee committed to include in their submittal an implementation schedule for the proposed corrective actions, f,
