Dear Mr. Cottle:

On February 16,1998, as supplemented by letter dated April 2,1998, STP Nuclear Operating Company (STPNOC) proposed a license amendment to implement 1-volt voltage-based repair criteria for the steam generator tube support plate-to-tube intersections for Unit 2 and make related Unit 1 administrative changes for consistency of wording.

The Nuclear Regulatory Commission (NRC) staff is reviewing the application. Based on its review, the staff has determined that additional information is needed, as discussed in the enclosure.

i REQUEST FOR ADDITIONAL INFORMATION 1.

The licensee states on page 1 of 5 of the Safety Evaluation submitted on April 2,1998 that "STP Unit 2 is applying for voltage-based repair criteria for flow distribution baffle intersections." The submittal also states in Attachment 4 of the Proposed changes to Current Technical Specifications on page B 3/4 4-3 that "The voltage-based repair limits of SR 4.4.5 irr$'ement the guidance in GL 95-05 and are applicable only to Westinghouse &sigaed steam generators (SGs) with outside diameter stress corrosion cracking (ODSCC) located at the tube-to-tube support plate intersections." It is unclear if the licensee plans to implement the voltage-based repair criteria at the flow distribution baffle plates or not. Is the utility requesting the voltage-based repair criteria at flow distribution baffle plates for Unit 27 or for both Unit 1 and 27 Generic Letter 95-05, Attachment 1, Section 2.a.3," Determination of the Upper Voltage Repair Limit for Flow Distribution Baffle Plate Intersections," includes the following statement:

4 To determine if the voltage-based repair criteria can be applied to f'ow distribution baffle plate intersections, the causal factors for the high voltage growth rates and the applicability of these conditions at the plant should be assessed. This assessment should be provided to the NRC for approval along l

with the original amendment request.

j Please provide the assessment (s) for the units that are requesting the application of the voltage based repair criteria at the flow distribution baffle plate intersections.

Provide an assessment to confirm that the main steam line break (MSLB) is the bounding design basis accident for offsite and control room doses if the attemate repair criteria proposed for South Texas Project are implemented. The assessment should consider:

a.

increased primary-to-secondary leakage during a locked rotor or control rod ejection accident, b.

any assumed fuel failure for these accidents, and c.

potential for steam generator tube uncovery.

In performing our assessment of the MSLB for Unit 1, the NRC staff utilized some of the l

assumptions and input data listed on sheets 7 through 15 of Attachment 3, "MSLB Doses for APC (altemate plugging criteria)," to the licensee's May 2,1996, letter (ST-HL-AE-5359). Attachment 3 appears to have been issued on April 3,1996.

I Provide assurance that the assumptions and input data contained in Attachment 3 are still applicable to the proposed February 16,1998, APC amendment for Unit 2. If any of the assumptions or input data used in evaluating the APC proposal for Unit 2 have changed from the data used for Unit 1, please provide a list of these changes along with the reasons for the changes and any resulting changes in the calculated radiological doses for the MSLB.
