We have' reviewed the information provided to the-NRC in your letter dated February 21, 1989, regarding the acceptability of continued operation of the i Trojan Nuclear Plant, considering that commercial grade materials were i extensively used in repair work performed on the safety-related portion of j the Main Feedwater System in,1987 and 1988. Based on'our-independent review  !

of the technical information provided by your letter, and based on a  !

subsequent site inspection of welding' quality records performed by ,

Mr. W._ J. Wagner on March 8-9, 1989, we have concluded that the continued use  ;

of the feedwater system to the 1989 refueling outage, scheduled for April l 1989, is acceptable.

The details of our review of your submittal will be documented in an NRC l inspection report. Additionally, we have received your letter dated February 17, 1989, which outlines your intended long term actions to address your past general practices regarding the use of commercial grade materials in safety related applications. Our review of this submittal is in progress. We will inform you promptly of our conclusions, such that any remaining concerns can be addressed prior to your recovery from the 1989 refueling outage.

In accordance with 10 CFR 2.790(a), a copy of this letter will be placed in the public document room.
