Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Technical Specifications Change Request - RTD Bypass Elimination Gentlemen:

South Carclina Electric & Gas Company (SCE&G) hereby requests an amendment to Table 2.2-1 of Technical Specifications Section 2.2.1, " Reactor Trip System Instrumentation Setpoints," and Table 3.3-4 of Technical Specifications L Section 3.3.2, " Engineered Safety Feature Actuation System Instrumentation."

Specifically, this proposed amendment supports a plant modification to remove and replace the existing resistance temperature detector (RTD) bypass manifold system with fast response RTDs located in the reactor coolant hot and cold leg piping. This modification is designed to eliminate the operating obstacles associated with the bypass system such as leakage through valves and flanges and radiation exposure during reactor building maintenance. The proposed Technical Specification amendments reflect revised instrumentation setpoints associated with the longer response times of the fast response RTDs.

The marked up pages for the proposed amendments to Tables 2.2-1 and 3.3-4 are provided in Attachment 1. The proposed no significant hazards evaluation is g

provided in Attachment 2.

Also provided as Attachments 3 and 4 respectively, are Westinghouse WCAP-12189 (Proprietary Class 2) and WCAO-12190 (Non-Proprietary), "RTD Bypass Elimination Licensing Report for V. C. Summer Nuclear Station." These reports provide the technical basir for the modification and the requested Technical Specifications changes. Additionally as Attachment 5, Westinghouse Letter " Application for Withholding Proprietary Information from Public Disclosure" (CAW-89-065) with Affidavit CAW-88-131 are also provided.

As WCAP-12189 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure i>y the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
