50-318/89-06

'This. transmits the April 4 - May 15,1989, resident inspection findings by

Messrs. H. Eichenholz and V. Pritchett at the Calve'rt. Cliffs'. Nuclear Power

Plant, . Lusby,' Maryland. Those findings were based on observation of 'activ-

ities, interviews,-~and ' document. reviews, which have been discussed with

Mr. Russell of your . staff.

An apparent violation of NRC requirements is cited in Appendix A and categor-- s

ized under the NRC Enforcement Policy, 10 CFR 2, Appendix C. A reply is -

required in accordance with Appendix A. The requirement that -you' reply. is

~

exempt. from clearance by the Office of Management and Budget under the- Paper-

work Reduction Act of 1980, PL 96-511.

We ' continue to observe difficulties in the identification of items and

procedural' changes -requiring safety evaluation and review by the ~ Plant Onsite

Safety Review Committee as required by 10 CFR 50.59 and the Technical

Specifications (See Report Details Section 4). There is an apparent lack of

adequate . instructions in your control procedures to identify what represents

changes to-safety related systems requiring prior review and approval. This is

of concern to the NRC since the lack of sufficient control and definition of

change of procedural intent could result in reoccurrence of the events similar

to that discussed in Section 4.1 and potential configuration problems for

safety related systems. Your response to the ' enclosed Notice of Violation

-should also address this issue.
