SUBJECT:

Methodology and Interim Milestones for Revising Safety-Related Procedures At a meeting held at the Reg (ion IV offices on July 28, 1989 between the NRC and Omaha Puplic Power District 0 PPD), and as identified in Reference 3, you requested that OPPD provide a priority description and interim milestones for revising the procedure categories noted in Reference 2.

The following is a response to that request.

Procedures are being reviewed and revised on a " system" basis within each procedure group, e.g. Operations, I&C, Electrical Maintenance, etc. Generally, system priority has been based on starting with the reactor vessel and reactor coolant system procedures and cioving outward from the reactor vessel to encompass all safety systems. This methodology should ensure the most important safety system procedures are revised first.

Using the above methodology, surveillance test procedures are being revised first to meet our commitments involving our current Surveillance Test Program

the exception of December 31, 1990 which is the revised SEP #48 commitment date.

  • Planned start date for the 1990 refueling outage is February 15, 1990.

In summary, even though we have requested that the commitment date be changed from September 30, 1989 to December 31, 1990, we expect that the majority of these upgraded procedures will be in place before the start of the 1990 refueling outage.
