This refers to ths' Management Meeting conducted at Region IV's request in the NRC Region ~IV office on July 7, 1989. This meeting related to activities authorized by NRC License Nos. DPR-51 and NPF-6 for Arkansas Nuclear One and was attended by those listed on the attendance list (attachment to the meeting summary). The subjects discussed at this meeting are described in the enclosed meeting summary.!
Itzis our opinion that this meeting was beneficial and has provided for a better understanding of the actions taken by Arkansas Power & Light Company with respect to clarifying its response to Generic Letter 88-17. " Loss of Decay Heat Removal," and repairing the Unit 2 reactor vessel head vent line flange.
'In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC.Public Document Room.

MANAGEMENT MEETING TO DISCUSS AP&L'S RESPONSE TO GL 88-17 (NRC INSPECTION REPORT 50-313/89-23;50-368/89-23), REPAIR OF THE UNIT-2 REACTOR HEAD VENT LINE FLANGE, AND ORGANIZATIONAL INTERFACES On culy 7,1989, representatives of AP&L met with Region IV personnel in Arlington, Texas, to discuss the completeness and accuracy of the licensee's responses to GL 88-17, repair efforts associated with the Unit 2 reactor vessel head vent line_ flange leak, and the organizational interfaces at ANO.
The licensee discussed the details of their July 6,1989, letter to the NRC.
This letter provided clarification of the licensee's previous response to GL 88-17. The licensee was informed that the Region would review the July 6, 1989, letter as well as their forthcoming response to the apparent violation of 10 CFR Part 50.9 that was cited in NRC Inspection Report 50-313/89-23; 50-368/89-23.
The licensee also discussed the circumstances associated with the initially inadequate repair of a leaking reactor head vent line for ANO-2. During this discussion, the l'Censee focused on the extent of engineering involvement associated with this repair effort.
The final topic of the management meeting was a discussion of the organizational interf aces at ANO. During this discussion, the licensee noted that lessons learned from the first two items discussed at this meeting indicated the need for organizational interface improvements within departments at ANO. The licensee discussed some of the initial steps they have taken to improve the internal interfaces at AhD as well as the steps they have taken or plan to take to improve communication interfaces with the NRC.
