This refers to the inspection conducted by Messrs. J. A. Kelly and
R. A. Caldwell of this office during the period June 5-9, 1989, of activities
authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One,
Units 1 and 2, and to the discussion of our findings with Mr. N. S. Carns and
other members of your staff at the conclusion of the inspection.
Areas within the security program were examined during this inspection. Within
these' areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel, and observations by the
NRC inspectors. The inspection findings are documented in the enclosed
inspection report.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR.Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report.
Within the scope of the inspection, no violations or deviations were
identified. However, we are concerned about the training provided for the
security staff to ensure that firearm proficiency is maintained at a proper
level.
Our concerns are discussed in paragraph 3 of the enclosed inspection
report.
Accordingly, you are requested to evaluate our concern $and respond, in
writing,'within 30 days of receipt of this letter advising us of the results of
-your evaluation.
