License Condition 2.C.(8) of the Facility Operating License No. NPF-43.for the
- Fermi-2 facility states:
Prior to startup following-the first refueling outage, Detroit Edison Company (DECO) shall. provide the NRC staff for its review and approval, the necessary analysis or modifications needed to resolve the impact of control system = failures due to a failure or malfunction of power sources or sensors which provide power or signals to two or more control systems.
By letters dated September 12 and 28,-1989, DECO submitted both a control system common power supply and a common sensor failure evaluation report.
The report supplemented the existing Fermi-2 Updated Final Safety Analysis Report (UFSAR) Chapter =15 accident analyses and addressed License Condition 2.C.(8)

- regarding multiple _ control system failures.
j Enclosed is the staff's Safety Evaluation of the report.
Based on our evaluation the staff concludes that.the net effect of a nonsafety common power source / instrument failure are bounded by events postulated in the UFSAR.
In addition, the staff finds that DECO has satisfied the requirements of License i
Condition 2.C.(8).
This completes the staff actions on TAC Numbers 59611 and 74835.
