4 Occurrence Date:' Soril 22, 1989 Identification' of Occurrence:
A non-functional' fire barrier penetration was not repaired within seven-(7) days as required by Technical Specification 3.12.E..
Description of Occurrence-During a routine surveillance of fire penetration seals, one.(1). penetration into the A/B Battery Room was identified as not meeting the acceptance criteria. This seal was declared non-functional due to missing sealant material.
Analysis of Occurrence-p The Oyster Creek plant was in a refueling outage during which required L
mai'ntenance on: systems and components was being performed. Upon. discovering the.non-functional fire barrier seal,.a work. request was submitted to repair-t se fire barrier within.seven (7) days. Due to constraints imposed by r nt'possible to accomplish this repair within the 'seven (7) priority, it was 11 creased outage ~ related maintenance activities of a higher days.as r oecified.. -Since the required fire watches have been established, the safety s significance of this. event is minimal.
Corrective Action Upon discovering the non-functional fire seal, within one hour, a fire watch was established in accordance with the technical specification.
The non-functional fire barrier seal is planned to be restored to' operable status
~ by May 23,1989.
