This confirms the plans as discussed on May 17, 1989, between Mr. K. Gracsser of your staff and Mr. J. Hinds of this office to meet with representatives j
of Connionwealth Edison Company at 2:00 p.m. (CDT) on May 31, 1989, at the NRC l
Region III cffice, in Glen Ellyn, Illinois.
The purpose of the meeting is to discuss concerns associated with operations while the 1A containment spray system was inoperable due to the failure of CS-49 to stroke open during testing.
At the enforcement conference we request that you be prepared to discuss:
(1) how operations department considers equipment deficiencies in evaluating system operability; (2) the support provided by station engineering organiza-tions in order that operations department can make timely decisions on operability questions; and (3) your plans to ensure corrective actions, if viewed generic, are implemented at other CECO sites.
We appreciate your cooperation in this matter, and we will gladly discuss any questions you may have regarding the meeting.
