DOCKET NOS. 50-266 AND 50-301 RESPONSE TO INSPECTION REPORT NOS. 50-266/89001 AND 50-301/89001 SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE POINT BEACH NUCLEAR PLANT The subject inspection report contained your Systematic Assessment of Licensee Performance (SALP) for our Point Beach Nuclear Plant for.the period from October 1987 through March 1989.
We appre-ciate the positive comments in this report and agree with your assessment of our performance.
Your report acknowledged our strong, knowledgeable, and professional operations staff.
The

professionalism of our operations staff is reflected in the j
atmosphere in the control room as well as in the maintenance of a 1
" black board."
The avoidance of miscellaneous or " nuisance" j
alarms enhances attention to the continued safe operation of the i
plant.
We are particularly pleased that you recognized the
)
efforts we have made in the radiological controls area and the i
J positive results from thota efforts.
We are very proud of the good maintenance program which, as you identify, has resulted in very few violations and high capacity factors.
We do note that in the SALP evaluation process some situations tend to be repeated in the report.
This may result in a perception by a casual reader that there are more undesirable situations than actually do exist.
For example, the issues associated with the station battery replacement were mentioned in three separate places in the report as were the concerns with the containment door closure.

As discussed, we agree that there is' room for improvement in the way we address certain administra-tive items and in our communications with and responsiveness to the NRC.
As we noted in the meeting, we are committed to change these perceptions of the NRC staff.
We agree that more frequent meetings between our senior personnel and yours will enhance future communications.
As noted during the meeting, we identified several errors in the report.
Attachment I lists those items.
