APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained ir. Apperidix A of this license.
The proposed changes to the Technical Specification provide more restrictive limiting conditions for operations (LCO's) for the Main Control Room Emergency Ventilation System (MCREVS). The revised LCO's reduce the MCREVS allowable outage times to fourteen days with one filter train inoperable, and three days with both trains inoperable.
This compares with the existing LCO's of one month and seven days respectively.
The proposed changes revise Technical Specifications 3.11.A.1 and 3.11.A.3 and Bases 3.11.A on pages 238 and 243.
The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed changes is included as Attachment II.
