I Notice of Consideration ofIssuance of Amendment.

Dear Sir:

l In issuing Amendment 114 to the FitzPatrick Technical Specifications (Reference 1), the NRC requested that the Authority propose more restrictive limiting conditions for operations (LCO's) for the Main Control Room Emergency Ventilation System (MCREVS). The Authority offered revised LCOs in Reference 2 to reduce the MCREVS allowable outage times to fourteen days with one filter train inoperable, and three days with I both trains inoperable. This compares with the existing LCO's of one month and seven days respectively, z The NRC has performed a preliminary review of these allowable outage times and has found them to be acceptable and involve no significant hazards consideration (References 3 1 and 4).

The proposed change to the FitzPatrick Technical Specifications revises s3.11.A.1, 3.ll.A.3, and the Bases for these sections on pages 238 and 243.
