SAFETY EVALUATION FOR GENERIC LETTER 83-28 ITEM 4.5.3, REACTOR TRIP RELIABILITY - ON-LINE FUNCTIONAL TESTING 0F THE REACTOR TRIP SYSTEM, CATAWBA NUCLEAR STATION, UNITS 1 AND 2 (TACS 57744/64171)

Generic Letter 83-28, Item 4.5.2, required confirmation from all licensees and applicants that on-line functional testing of the reactor trip system, including independent testing of the diverse trip feature, was being performed.

By letters dated November 4,1983, and December 3,1985, you submitted responses to Generic Letter 83-28, Item 4.5.3. Therein you indicated your endorsement of the Westinghouse Owners' Group Report WCAP-10271 with its supplement 1, as being applicable to Catawba Nuclear Station, Units 1 and 2.

The NRC staff, with the assistance of our contractor, Idaho National ,

Engineering Laboratory, has reviewed your responses and the Westinghouse Owners'  !

Group report. We conclude that the existing intervals for on-line functicnal  !

testing at Catawba are consistent with achieving high reactor trip system  ;

availability.

The enclosed safety evaluation and contractor's report (EGG-NTA 8341) provide the details and basis for our conclusion. Therefore, we consider Generic Letter 83-28, Item 4.5.3 to be complete.

This completes all staff activities related to the subject TAC nunters.
