Imposition.of Civil Penalty in the amount'of Seventy-Five Thousand_ Dollars
($75,000) will be issued on.or about Mayfl9, 1989 to Duke Power Company. This.
action is based _on' violations involving an inoperable Unit 2 Containment Air Return and Hydrogen Skimmer System Train caused by a design modification wiring error.and the licensee's failure to report a condition prohibited by plant technical specifications.
l It should be noted that the licensee has not been specifically informed of the-enforcement action. The schedule of issuance and notification is:

Telephone Notification of Licensee May 19, 1989 The State of North Carolina will be riotif1ed.
'The licensee has_ thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted,-
