SCOPE AND OBJECTIVES l
l On June 6* and 7, 1989, a Radiological Emergency Exercise will be conducted at the Virgil C. Summer Nuclear Station to test the integrated capability of

the emergency organizations and a major portion of the emergency plans' basic j
elements. The simulated emergency will require mobilization and response of on-site and off-site Company personnel to verify their capability in an actual emergency.
The exercise will require the full participation of local government emergency personnel in order to verify their capability to respond to an accident. The State will participate to the extent necessary to support local governments in meeting their objectives.

The specific elements of the Virgil C. Summer Nuclear Station Radiation Emergency Plan which will be exercised include:
Accident assessment and classification Managerial direction and control Technical Support Center operations Operations Support Center operations Emergency Operations Facility operations News dedia Center operations Site evacuation, personnel accountability and access control Public alerting and notification procedures Radiological monitoring and dose assessment The specific objectives of the Radiological Emergency Exercise for South Carolina Electric & Gas Company personnel are:
1.
Demonstrate the ability of Operations personnel to effectively assess and respond to an abnormal operating condition which may produce an actual or potential offsite radioactive release.
2.
Demonstrate the abilities of health physics and environmental monitoring personnel operating under emergency conditions to monitor and assess radiological dose rates, to determine specific contamination levels, airborne, and/or surface deposited concentrations, and to assess specific indications (including their rates of change) that may be used for initiating emergency measures. This section constitutes a semi-annual Hetith Physics Drill and the annual Radiation Monitoring Drill.
3.
Demonstrate the effectiveness and operability of the Station's site wdrning and evacuation procedures.
4.
Demonstrate the adequacy of the Station's emergency communications systems between the station and federal, state and local governments and field monitoring teams. This section constitutes the Annual Communications Drill.
On the evening of June 6, 1989, the utility will provide to the State and local governments scenario information via Controi room personnel and exercise controllers. This is to facilitate the State and local governments' objective of performing an unannounced, off-hours exercise.

-Demonstrate the operations of the Technical Support Center and the Operations Support Center and the ability of staffing personnel to respond to an emergency condition.
6.
Demonstrate the ability of the Operations Support Center to effectively dispatch and track the progress of emergency repair teams and the ability to report team status and results.
7.
Demonstrate the ability of Operations Support Center personnel to efficiently and effectively repair damaged equipment under emergency conditions.
8.
Demonstrate that emergency response personnel are familiar with their duties and responsibilities.
9.
Demonstrate the adequacy and operability of emergency equipment, identify any deficiencies in the quantity or quality of equipment, and identify any deficiencies in personnel training.
- 10. Demonstrate the operations of the Emergency Operations Facility with I
respect to physical facilities, coremunications, emergency equipment, operations and assistance provided to the Station.
- 11. Demonstrate the operations of the back-up News Media Center and the ability of staffing personnel to respond to an emergency condition with respect to public information and news media interface.
12 Utilize the training simulator in the exercise with real-time Station operating information and to provide more realism in the simulated emergency condition.
- 13. Demonstrate the operability of the Early Warning Siren System.

March 20, 1989 Page 3 of 5 STATE AND LOCAL GOVERNMENTS PURPOSE, SCOPE AND OBJECTIVES The purpose of this partial participation exercise is to den.onstrate the local e,nergency organization's ability to protect the lives and property of the citizens residing, working, or traveling within the 10-mile " Plume Exposure Pathway" emergency planning zone (EPZ) in case of a radiological emergency at the Virgil C. Summer Nuclear Station.
The exercise will demonstrate the affected counties' ability to work efficiently with the utility and the State under emergency conditions.
Federal Evaluators will observe the strengths and weaknesses of the emergency response personnel to determine deficiencies, areas requiring corrective action, or areas recommended for improvement.
Such observations will form a basis for improvement of resources, plans and performance of the participating organizations.
The State of South Carolina will activate the State Emergency Operations Center (EOC) with sufficient staff for direction and control and all necessary assistance for the counties to achieve their objectives.
Controllers and evaluators will be pre-positioned.
Participants will include:

State agencies - Governor's Emergency Management Office, Emergency Preparedness Division, Department of Health and Environmental Control / Bureau of Radiological Health, Department of Social Services, Wildlife, Department of Health and Environmental Control / Emergency Medical Services, Office of the Adjutant General, and South Carolina Highway Patrol. All other Radiological Emergency Response agencies will be on standby.
2.
The Counties of Fairfield, Lexington, Newberry and Richland.
3.
Voluntary Organizations - Red Cross.
Initiating event will be a sudden natural hazard which affects operation at the plant.
It will occur after-hours and unannounced.
The Virgil C. Summer Nuclear Station is located 30 miles NNE of Columbia, South Carolina.
It has a single nuclear reactor with electrical output rating of 954 megawatts.
It began commercial operation in January 1984.
The specific objectives of the Radiological Emergency Exercise for State and local government personnel are as follows.
NOTE: Several objectives may be demonstrated out-of-sequence with the scenario / events sequence due to scheduling and volunteer worker considerations. A complete list of such events will be furnished to all controllers and evaluators prior to the exercise.
1.
Demonstrate the ability to monitor, understand and use emergency classification levels (ECL) through the appropriate implementation of emergency functions and activities corresponding to ECL as required by the scenario.

Demonstrate the ability to fully alert, mobilize and activate personnel for both facility and field-based emergency functions.
3.
Demonstrate the ability to direct, coordinate and control emergency activities.
4.
Demonstrate the ability to communicate with all appropriate locations, organizations and field personnel.
5.
Demonstrate the adequacy of facilities, equipment, displays and other materials to support emergency operations.
6.
Demonstrate the ability to continuously monitor and control emergency response personnel radiation exposure.
7.
Demonstrate the ability to make appropriate protective action decisions, based on projected or actual dosage, Environmental Protection Agency protective action guidelines, availability of adequate shelter, evacuation time estimates and other relevant factors.
8.
Demonstrate the ability to initially alert the public within the 10 mile EPZ and begin dissemination of an instructional message within 15 minutes of a decision by appropriate State or local officials.
9.
Demonstrate the ability to coordinate the formulation and dissemination of accurate information and instructions to the public in a timely fashion after the initial alert and notification has occurred.
- 10. Demonstrate the ability to brief the media in an accurate, coordinated and timely manner.
- 11. Demonstrate the ability to establish and operate rumor control in a coordinated and timely fashion.
- 12. Demonstrate the ability to make the decision to recommend the use of Potassium Iodide to emergency response personnel and institutionalized persons, based on predetermined criteria, as well as to distribute and administer it once the decision is made, if necessitated by radiciodine releases.
- 13. Demonstrate the ability and resources necessary to implement appropriate protective actions for the impacted permanent and transient plume EPZ population (including transit-dependent persons, special needs populations, handicapped persons and institutionalized persons).
- 14. Demonstrate the ability and resources necessary to implement appropriate protective actions for school children within the plume EPZ.
(For Lexington and Newberry Counties only.)
- 15. Demonstrate the organizational ability and resources necessary to control evacuation traffic flow and to control access to evacuated and sheltered areas.
- 16. Demonstrate the adequacy of procedures, facilities, equipment and personnel for the registration, radiological monitoring and i
decontamination of evacuees.

- 18. Demonstrate the adequacy of_ medical facilites, equipment, procedures and personnel for handling contaminated, injured or exposed individuals (Newberry County only).
- 19. Demonstrate the adequacy of facilities, equipment, supplies, procedures and personnel for decontamination of-emergency workers, equipment and vehicles and for waste disposal.
- 20. Demonstrate the ability.to identify the requirement for assistance and to initiate the support from federal.and other outside support agencies.
- 21. Demonstrate the ability to maintain staffing on a continuous 24-hour basis by an actual shift change.
- 22. Demonstrate the ability to coordinate the evacuation of onsite personnal (Fairfield County only).
- 23. Demonstrate the ability to carry.out emergency response functions (i.e.,
activate E0Cs, mobilize staff that report to the E0Cs, establish communications linkages and complete telephone call down) during an unannounced off-hours drill or exercise.
