Dear Mr. Tucker:
This is to advise you that under the provisions of.10 CFR 73.21(c)(2) Soviet
" inspectors. assigned to Catawba Nuclear Station under the US. USSR inspector exchange program, are authorized access to Safeguards Information incident to their duties at the site. The Nuclear Regulatory Commission will be responsible for administrative actions related to the Soviet inspectors' access to Safeguards Information including fingerprinting and instruction concerning the protection of Safeguards Information.
This does not affect the requirement for escorts. The Soviet inspectors will be escorted at all times while in protected areas of the Catawba Nuclear Station in accordance with the security plan governing the assignment of the -
Soviet inspectors. The escort responsibilities will ncrmally be performed by
~ RC personnel.
