Discussion of Propose Technical Specification Change North Anna Power Station Units 1 and 2
DISCUSSION OF PRONSED TECHNICAL SPECIFICATION CHANGE i
DISCUSSION Technical Specification 3.3.3.1 and Table.3.3-6 provide. the' operability requirements for radiation monitoring instrumentation.
Associated with each radiation monitor is an action statement should the radiation monitor be determined inoperable.
Currently, Action Statement 35 requires that with the number of channels operable less than the minimum channels operable requirement, either restore the inoperable channel (s) to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or initiate the preplanned alternative method for monitoring the appropriate parameter (s). The action statement continues and requires the j
submittal of a special. report within the next 14 days outlining the action.

In an effort to enhance operating flexibility and allow the proper calibration and troubleshooting on an inoperable radiation monitor, a change to Action Statement 35 is proposed.
The proposed change is to initiate the preplanned alternate method for monitoring the appropriate parameter (s).of the radiation monitor within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and either restore the inoperable radiation monitor to operable status within 7 days or submit a Special Report within 14' days.
The proposed change is in conformance with the NRC guidance provided in Generic Letter No. 83-37, dated November 1, 1983.
BASIS FOR NO SIGNIFICANT HAZARDS CONSIDERATION-The proposed change does not involve a significant hazards consideration as defined in 10 CFR 50.92 because the change would not:
1)
Involve a significant increase in the probability or consequences of an accident previously evaluated. The preplanned alternate method of radiation monitoring will continue to be implemented when a radiation monitor is declared inoperable.
This will ensure that abnormal radiation levels can be detected.
- 2) Create the possibility of a new or different kind of accident from any accident previously evalyated.

Involve a significant reduction in the margin of safety.

- addition, the proposed change is consistent with the guidance provided in NRC Generic letter No. 83-37, dated November 1, 1983.
Therefore, it has been concluded that the proposed change does not involve a significant hazards consideration.
