Subject: NRC Inspection of the Trojan Nuclear Plant

This refers to the in'spection conducted by Mr. R. C. Barr and Mr. G. Y. Suh of

this' office-from January 1, through February 11, 1989, of activities

authorized by NRC License No. NPF-1, and to the discussion of our findings

held by Mr. Barr and Mr..Suh with Mr. Olmstead and other members of your staff

periodically during the insoection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel and observations by the inspectors.

Based on the results of this inspection, it appears that certain activities

were not conducted in full compliance with NRC requirements, as set forth_in

the Notice of Violation, enclosed herewith as Appendix A.

The subjects of

,

these violations, as outlined in the cover sheet to the enclosed report, have

been areas of special ~ emphasis by Nuclear Division Management over the past

'

two years.

In light of findings in this inspection and in an ongoing

inspection of a steam generator water level transient, our concern over

'

procedural adequacy and compliance has been renewed, particularly in

maintenance and surveillance related areas. These problems may indicate the

-

need for you to reassesc: progress in these areas and consider additional

< actions. Als'o, we understand that you have taken actions to assure that

problems such as the violation related to inaccurate and incomplete information

do notf recur,'and we encourage your efforts in that regard.

Your= response to the Notice' of Violation is to be submitted in accordance with

the provisions of'10 CFR 2.201, as stated in Appendix A, Notice of Violation.

'In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

,

will be placed in the NRC Public Document Room.

The responses directed by this letter and the attached Notice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
