Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-338/89-02 AND 50-339/89-02

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

A. L. Cunningham on February 21-23, 1989. The inspection included a review of

activities authorized for your North Anna facility. At the conclusion of the

inspection, the - findings were discussed with those members of your staff

ideatified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

Your attention is directed to prompt resolution of Emergency Response

Facilities (ERF) Appraisal Open Items, and items considered for Emergency

Preparedness Program enhancement as documented in the ERF Appraisal Report

(50-338,339/88-14) dated August 22, 1988. The detailed review'of your action

plan addressing proposed resolution of these items disclosed that corrective

actions were completed for only a few items. It was also determined that

prompt corrective action resolving the more important items addressing dose

assessment, dose projection, and respective calculational methodologies were not

implemented.

You are requested to subn.it a written statement within 30 days of the date of

this letter, which details the action you plan to take, and the estimated

date of completion with regard to the remaining findings in the teferenced ERF

Appraisal Report requiring corrective action.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
