SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION

-RELATED TO CHANGE NO. 41 TO THE RECOVERY OPERATIONS PLAN GPU NUCLEAR CORP 0 RATION THREE MILE ISLAND NUCLEAR STATION UNIT NO.-2 DOCKET NO. 50-320 INTRODUCTION GPU Nuclear Corporation (GPUN, the' licensee) submitted on December 4 1987 for NRC review and approval Technical Specification change Request (TSCR} No. 57 and Recovery Operations Plan Change Request (ROPCR).42 requesting a revision to the' license and surveillance requirements related to fire protection systems at THI-2.

The review of TSCR 57 is completed and the staff has issued our approval of the changes along with the staff's supporting safety. evaluation in separate correspondence.

This safety evaluation addresses the licensee's proposed changes to the Recovery Operation Plan with regard to fire protection.

EVALUATION R0PCR 42 deletes surveillance requirements consistent with changes requested by the licensee in their December 4, 1987 submittal. Surveillance requirercents for the deluge / sprinkler systems, Section 4.7.10.2; the Halon System, Sections 4.7.10.3.1 end 4.7.10.3.P; and the penetration fire barriers, Section 4.7.11 have been deleted since the requirement to maintain operability of these i

systems has been deleted from the license. The staff finds the proposed changes to the R0PCR acceptable.

The licensee proposes to no longer maintain fire detection instrumentation in all locations except the reactor building.

In a letter dated November 17, 1987, l

the licensee submitted a revision to their Fire Protection Program Evaluation (FPPE). The staff has reviewed the revision to the FPPE and concluded that the l-changes to the TMI-2 Fire Protection Program are acceptable. Based on the analysis in the FPPE revision a design basis fire in any area of the plant will not affect either the capability to maintain the safe shutdown condition'of the plant or to maintain off-site doses less than 10 CFR 100 limits. The FPPE however maintains the reactor building as the sole fire area in TMI-2. Base on the conclusions in the FFPE the licensee proposes to delete the surveillance requirements for those locations and systems not associated with the reactor building. Consequently the licensee proposes to celete the requirement to traintain fire detection instrumentation listed in Table 4.3-11 for all 1ccation except the reactor building. The staff finds the licensee's proposal acceptable.

The licensee also proposes to delete the requirement to maintain operability of the fire hose stations, Section 4.7.10.4, for all locations listed in Table 4.7-1 except the reactor building. Again, since the reactor building is the sole fire area and consistent with the revised FPPE the staff finds the licensee's proposal acceptable.

CONCLUSION The staff has reviewed and evaluated the proposed changes to the THI-2 Recovery Operations Plan and finds the proposed changes acceptable. A review of the design basis fire, which would not affect either the capability to maintain the safe shutdown condition of the plant or to maintain off-site deses less than 10 CFR 100 limits, leads the staff to conclude that the proposed changes in surveillance will not result in.significant risk to the.

health and safety of the public. This activity falls within the scope of activities previously considered in the Programmatic Environmental Impact Statement (NUREG-0683, as Supplemented).
