Operating License No. DPR-73 Docket No. 50-320 TMI-2 Fire Protection Program Evaluation Attached is a revision to the TMI-2 Fire Protection Program (FPPE). This I

o revision reflects modifications that are consistent with the current unique shutdown condition of TMI-2.

The revised FPPE retains only one fire area (i.e., the TMI-2 Reactor Building). Section 3.2 of.the'FPPE evaluates the consequences of a fire and concludes that-the. safe shutdown condition of TMI-2 would not be impaired and an off-site release greater than the limits specified'in 10 CFR Part 100 would not result. -This document further concludes (Section 3.2) that this change is i

not an Unreviewed Safety Question as defined by 10 CFR 50.59 and, thus, in general,'it does not require NRC approval prior to implementation.

The attached proposal, however, contains some changes that will also require a revision to the TMI-2 Technical Specifications (e.g., deletion of deluge / sprinkler systems and halon systems). GPU Nuclear is currently

preparing a change to the TMI-2 Technical Specifications, based on the j

attached proposal, which will be submitted separately for NRC review and

^j approval for these specific requirements.

As a special case, Technical Specification 3.7.11, " Penetration Fire Barriers," allows some flexibility in determining which penetration fire

]

barriers need be inspected to comply with the Limiting Condition for Operation

]

(LCO). This LCO slmply specifies that those barriers which protect l

Safety-Related areas are required to be functional. Thus, based on the i
