The Commission has forwarded the enclosed " Notice of Consideration of Issuance of Amendment to Facility Operating License and Troposed No Significant Hazards Consideration Determination and Opportunity far Hearing" to the Office of the Federal Register for publication.

This Notice relates to your January 24, l',89 application to amend the Millstone Unit 1 Technical Specifications by clarifying the emergency core cooling system' availability and power requirements.

The amendment is needed due to maintenance activities on the 4160 volt busses to be conducted in the refueling outage scheduled to start on April 1, 1989.
