Gentlemen:
This refers to the inspection conducted by Mr. A. R. Johnson of this office-
during the period February 13-17, 1989, of activities authorized by NRC
'
Operating License NPF-38 for the Waterford Steam Electric Station, Unit 3, and
to the discussion of our findings with Mr. P. V. Prasankumar and other members
- of your staff at the conclusion of the inspection.
Areas examined during the inspection included your actions on previously
identified violations and unresolved items regarding equipment qualification as
documented in NRC Inspection Reports 50-382/86-32;'50-382/88-27; and
50-382/88-31 forwarded to you previously by our letters dated April 6,1987,
November 23, 1988, and February 9, 1989, respectively. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the NRC inspector. The
inspection findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities may be in
violation of NRC requirements. We will schedule an enforcement conference in
our office at a later date to discuss your understanding of this apparent
violation, the reasons for occurrence, and your corrective actions. We will
also discuss any potential enforcement options available to the NRC, if
appropriate. The time, date and agenda for this meeting will be promulgated
separately.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
