(NRC INSPECTION REPORT NOS. 50-413/89-09.AND.50-414/89-09)
- This refers to:the Nuclear Regulatory Commission (NRC) inspection conducted by
R. Gibbs and.L. Lawyer on April 10 - May 16,_1989. The inspection included a
.
. review of-activities authorized for-your Catawba Nuclear Station.- At the
. conclusion of the inspection, the findings were discussed with those members
.of your, staff identified in -the enclosed inspection report.
Areas examined during the. inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and' representative records, interviews with personnel, and observation of
activities in progress.-
TheLinspection findings indicate that certain activities appear to violate
NRC requirements. The violation, references to pertinent requirements,.and
elements'to be included in your response are described in the enclosed Notice
of, Violation.
The enclosed. inspection report documents commitments made by a licensee
- representative. These were. discussed in the exit or pre-exit meetings'.
If
-
_ your understanding of these commitments differs from the report, statements,
-
please_ inform this office promptly.
For clarity the commitments are grouped
- in Section 6 of the report.
A' number.of inspection findings are identified as weaknesses.
Each weakness
has.been assigned an Inspector Follow-up Item (IFI) number. To clearly define
Duke Power Company's plans for corrective action on the inspection findings, we
request that DPC respond in writing to this report. Within 30 days of the
date of this letter, NRC requests that DPC respond with a statement of intended
. corrective action for each of the weaknesses and the dates that action will be
completed.
In accordance with-Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures
. ill be placed in the NRC Public Document Room.
