SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED MARCH 7, 1989, RE ADDITIONAL AUTHORIZED PLACE OF USE

Background

By letter dated March 7, 1989, University of Texas requested that Condition 10 of Materials License No. SNM-180 be amended to add the new Nuclear Engineering Teaching Laboratcry (NETL) TRIGA reactor facility as an authorized place of use for storage of tne special nuclear material under this license.

Discussion The NETLs are currently located in Taylor Hall and Room 32N of the Engineering Science Building. UT proposes to add Balcones Research Center to the NETL.

By telephone conversation with staff on April 11, 1989,- the licensee stated that radiation protection and criticality safety controls established in the license shall be utilized at Balcones Research Center. It is recommended that Condition 10 be revised as follows: i Authorized place of use: The Nuclear Engineering Laboratories located in Taylor Hall, Room 32N of the Engineering Science Building, and Balcones Research Center.

This licensing action does not terminate the use of Taylor Hall or Room 32N of the Engineering Science Building. To decommission these authorized places of use, the areas must be decontaminated and a survey report must be submitted in accordance with License Condition 17.

In addition, Conditions 14 and 17 have been revised to incorporate updates to

" License Condition for Leak Testing Sealed Uranium Sources" dated August 1987, and " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material" dated August 1987. These two documents were revised to reflect organizational name changes within the NRC.

In accordance with 10 CFR 51.22(c)(14)(v), neither an Environmental Impact Statement nor an Environmental Assessment is warranted.

The lictasee has stated that the current Laboratory Director will be replaced

in June-1989. The licensee has provided the qualifications of the individual who will fill the vacated position. The staff has reviewed these

, qualifications and finds them acceptable.
