Gentlemen:
This refers to the team inspection conducted by members of our staff during the
period March 13-31, 1989, and April 17-21, 1989, of activities authorized by NRC
Operating License DPR-40 for the Fort Calhoun Station, and to the discussions
of our findings with you and other members of your staff at the conclusion of

the inspection.
This inspection was a performance-based inspection of maintenance activities
consisting of overall plant performance related to maintenance management,
support of maintenance, and maintenance implementation.
The inspection
consisted of selective examinations of work control procedures and
representative records, interviews, and observations of work in progress by the
NRC inspectors.
The team findings are documented in the enclosed inspection
report.
During this inspection, it was found that some of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.2U1 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations. Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
Your attention is directed to the safety-related cable tray and control room
panel conditions described in Section 3.0 of the enclosed report.
In
evaluating the overall significance of these issues, substantial consideration
was given to the major improvements in overall plant conditions that you have
recently achieved.
However, additional management attention is needed with
respect to the apparently isolated specific conditions noted.
NRC inspectors
and management will focus attention on this concern in the future.
Should
these kinds of conditions be evaluated as no longer isolated instar.ces, we will
consider all available options in resolving our concerns.
This inspection found that there were problems with the implementation of the
maintenance program. The weak areas appear to be addressed in your Safety
Enhancement Progr
(SEP).

development activities.
However, we conclude that your efforts to build an
effective program are having an effect. We believe that in the long term, this
effect will be positive.
This inspection disclosed that the implementation of
new programmatic controls brings about a cultural change.
Craftsmen accustomed
to working without programmatic limits may not easily adjust to working within
those limits. We view this as a challenge to licensee management and will
monitor progress on future inspections.
Two unresolved items were identified in paragraphs 2.1.1.3 and 2.3.1 of the
enclosed inspection report.
