Subject: NRC Region I Combined Inspection Report Nos. 50-317/89-04 and

50-318/89-04

This transmits the February 21 - April 3,1989 resident inspection findings t,

Messrs. H. Eichenholz and V. Pritchett at the Calvert Cliffs Nuclear Power '

Plant, Lusby, Maryland. Those findings were based on observation of activ-

ities, interviews, and document reviews, which have been discussed with

Mr. Russell of your staff.

Apparent violations of NRC requirements are cited in Appendix A and categorized

under the NRC Enforcement Policy, 10 CFR 2, Appendix C. A reply is required in

accordance with Appendix A. The requirement that you reply is exempt from

clearance by the Office of Management and Budget under the Paperwork Reduction

Act of 1980, PL 96-511.

We continue to observe a significant number of procedural adherence problems

(see Sections 3.B, 3.H, 3 I, and 5 of this report). It appears that the

remedial actions taken by you in response to earlier problems in this area have

been ineffective. This is of concern to the NRC since it indicates that the

general weaknesses identified in NRC Combined Inspection Report Nos. 50-317/

88-19 and 50-318/88-19 continue to exist. Your performance in the area of

safety assessment continues to be erratic. Increased management attention is

needed to insure strong and consistent orientation towards nuclear safety,
