REVISIONS 15 AND 6 TO PUMP AND VALVE INSERVICE TESTING PROGRAM AND RELIEF REQUESTS - CATAWBA NUCLEAR STATION, UNITS 1 AND 2 (TACS 69501 and69502)
By letter dated July 13, 1988, you submitted for NRC staff review and approval Revision 15 to Catawba Unit I and Revision 6 to Catawba Unit 2 Pump and Valve Inservice Testing (IST) Program. These revisions became necessary due to system modifications, program additions and deletions, and to correct typo-graphical errors.
These revisions alto contained three cold shutdown justifi-cations with relief request numbers, although cold shutdown testing is allowed by the ASME Code,Section XI, and relief is not required under 10 CFR 50.55a(g).
In addition to the above, you submitted one relief request, pursuant to 10 CFR 50.55a(g), from the requirements of Section XI of the ASME Boiler and Presscre Code for testing several valves in each unit.
The staff, with the assistance of its contractor INEL, has reviewed the revisions, j
cold shutdown justifications, and the relief request. We find that the revisions j
are consistent with the Catawba Units 1 and 2 IST Safety Evaluation Report transmitted on January 8,1987, and are, therefore, acceptable.
Our Safety Evaluation for the cold shutdown justifications and the relief request is enclosed. Based on this evaluation, we find that the technical justifications provided for the relief request and cold shutdown testing are acceptable.
Accordingly, relief from the requirerients of Section XI of the ASME Boiler and Pressure Vessel Code, 1980 Edition through Wir.ter 1981, for testing valves CA 173 at Catawba Units 1 and 2 is granted pursuant to 10 CFR 50.55a(g)(6)(i).
This relief is authorized by law and will not endanger life or property or the 1
