SUBJECT:

TURBINE SYSTEM MAINTENANCE PROGRAM (TAC NO. 71385)

RE:

LIMERICK GENERATING STATION, UNIT 2 Section 3.5.1.3.3 of the Safety Evaluation Report (SER), NUREG-0991, for Limerick Generating Station (LGS) indicates that-Philadelphia Electric Company (PECo) should submit "a turbine system maintenance program based on the manufacturer's calculations of missile generation probabilities", for NRC approval. Such a program was submitted for LGS, Unit I by your letter of May 26, 1987 and approved by our letter of November 3, 1987.

Your letter of August 19, 1988 submitted a similar program for LGS, Unit 2.

As discussed in the enclosed Safety Evaluation, we have completed our review of your proposed program and conclude that the maintenance program described in your submittal is acceptable. We also conclude 1) that you used staff approved methodology to calculate the turbine missile generation probability, which is an important part of the turbine maintenance program, and 2) that the turbine missile generation probability satisfies the staff's turbine reliability criteria as specified in the Limerick SER.

With regard to our Safety Issues Management System (SIMS), the requirement was to submit a program.

Even though the related inspection program will continue for the life of the plant, we consider this action item to have been conpleted with the submittal of an acceptable program.
