ARKANSAS NUCLEAR ONE, UNIT 1 AUDIT FOR VERIFICATION OF RESOLUTIONOFIEBULLETIN79-27 CONCERNS (TACNO.68199)

Enclosed is the Safety Evaluation (SE) of the staff's December 5-8, 1988, audit i of your response to IE Bulletin 79-27, for Arkansas Nuclear One, Unit 1 (ANO-1).

Based on the SE, the staff concludes that Arkansas Power and Light Company has adequately resolved the concerns of the bulletin for ANO-1 in design and procedure.

However, during the audit, the staff was concerned that you had no procedures for testing the non-nuclear instrumentation /ICS power supply automatic bus transfer switches and the inverter static transfer switches. As discussed in the exit meeting you comuitted to evaluate our position that periodic testing of the switches using an approved procedure is necessary to demonstrate their reliability.

We . request that you provide in writing the results of your evaluation and your plans for testing of these switches within 60 days of the receipt of this letter.

The audit team appreciated the outstanding support your staff provided during the conduct of the audit. Those members of your staff who assisted in' that effort are to be commended.

Please note that TAC No. 68199 will remain open until the entire series of audits of the Babcock and Wilcox Safety and Performance Improvement Program for ANO-1 is completed. The reporting and/or recordkeeping requirements contained.in the letter affect fewer than ten respondents; therefore, ONB clearance is not required under P.L.96-511.
