CATAWBA EMERGENCY iLAN REVIEW, REVISION 11, DOCKET N05. 50-413 AND 50-414 We have completed our review of Revision 11 to your Catawba Emergency Plan dated December 30, 1988. Based on our review, we have concluded that the changes meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50; however, one item is brought to your attention.

Figure E-3, "TSC Activation Checklist," was revised to indicate that only the listed personnel were required to supplement the onshift organization to declare the TSC minimally operational. This change appeared inconsistent with Column 2 of Table B-1 of the Emergency Plan. In a telephone conversation between D. Simpson of your staff and A. Boland of Region II, it was determined that the intent was to configure the call-out based upon the " actual" personnel on shift rather than the minimum on-shift compliment as stated in Column 1 of Table B-1. To rectify this discrepancy it was agreed to revise Figure E-3 and the associated implementing procedures to indicate that the TSC could be declared operational when augmentation to Column 2 Table B-1 lavels had been achieved. These modifications are to be submitted in the next revision to the Emergency Plan. If your understanding of this commitment differs from the at>ove contact this office promptly.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes that decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission. However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan, and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50, Appendix E, Section V.
