Dear Mr. Cahill:

This refers to the team inspection of operations and maintenance

procedures conducted by Messrs. Burris, Bitter, Evans, Nelson, and

Vickrey during the period July 17 through July 28, 1989, of

activities authorized by NRC Construction Permits CPPR-126'and

CPPR 127 for the Comanche Peak Stemn Electric Station, Units 1 and

Unit 2 and to the discussion of our findings with you and other

members of your staff at the conclusion of' the inspection.

The inspection report identifies areas examined during the

inspection.

Within these areas, the inspection consisted of

selective examination of procedures and representative records,

interviews with personnel, and observation by the inspectors.

During this inspection, it was found that certain of your

activities were in violation of NRC requirements, as specified in

the enclosed Notice of Violation.

A written response to this

violation is required.

In addition, the inspection found a large number of deficiencies,

errors, and inconsistencies in the procedures that were reviewed

(see Appendix C).

Since the inspection included only a small

sample of procedures, action will be necessary to identify and

correct problems with these and other procedures.

Although your

actions to identify and correct the procedure problems were

described verbally in a meeting between Mr. Kelley and members of

his staff and Mr. Warnick and members of his staff on August 16,

1989, a written response is required.

This response should

describe the actions you are taking to identify and correct

problems with your procedures and should include the scope and

timing of your actions as well as identification of when any

necessary corrective actions are expected to be complete.

The

response is required to be submitted within 30 days of the date of

this letter.
