SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED DECEMBER 19, 1988, AND SUPPLEMENT DATED JANUARY 26, 1989 By letter dated December 19, 1988, and supplement dated January 26, 1989, ESG requested an amendment to License No. SNM-21 to reflect the current organization, change the name to Rocketdyne, delete activities and facilities that are no longer authorized, and authorize chemical analysis. In addition, ESG submitted a revised Radiological Contingency Plan on July 26, 1988, that does not decrease the effectiveness of the Plan. The building to be used for the chemical analysis (maximum of 0.1 gram Pu) is already authorized for Pu activities. The possession of the Pu is also currently authorized. No significant increase in effluents is expected. The other changes are administrative / organizational.

The requested changes will not have any adverse effect on the public health and safety or the environment. Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
