50-318/89-16

The enclosed report transmits the findings of the May 22-26 and June 9-16, 1989
inspection in response .to unresolved items resulting from Special Team Inspec-'
tion' Report Nos.- 50-317/89-200 and 50-318/89-200.
These findings were - dis-
cussed with you and members of your staff.
Within the scope of. this inspection, 5 of 14 unresolved items identified during
Special Team Inspection 89-200 were inspected further. Of these, 4 were sub -
stantiated as potential violations. While no individual item in and of itself
may constitute a significant safety concern, in the' aggregate, it would appear.
that_ the
common thread of failure to maintain and/or implement effective
i
administrative controls and quality assurance programs exists.
Accordingly, an Enforcement Conference has been scheduled for July '20,1989, in
the Region I office, in order to discuss these issues with you. Following this
meeting, we will forward the appropriate notification of enforcement action..

During the Enforcement Conference, please be prepared to discuss your assess-

ment of the current state of your administrative controls program, the broader

implications of deficiencies identified as a result of your assessment, and the
actions planned or taken to rectify the situation.
