Within the scope of. this inspection, 5 of 14 unresolved items identified during

Special Team Inspection 89-200 were inspected further. Of these, 4 were sub -

stantiated as potential violations. While no individual item in and of itself

may constitute a significant safety concern, in the' aggregate, it would appear.

that_ the common thread of failure to maintain and/or implement effective i

administrative controls and quality assurance programs exists.

Accordingly, an Enforcement Conference has been scheduled for July '20,1989, in

the Region I office, in order to discuss these issues with you. Following this

During the Enforcement Conference, please be prepared to discuss your assess-

implications of deficiencies identified as a result of your assessment, and the
