Gentlemen:

This refers to the inspection conducted by Messrs. W. D. Johnson, R. C. Haag,

and R. V. Azua of this office during the period January 1-31, 1989, of

activities authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas-

)

Nuclear One, Units 1 and 2, and to the discussion of our findings with

'

Mr. J. M. Levine, and other members of your staff at the conclusion of the

l

inspection.

Areas examined during the inspection included plant status, followup on

previously identified items, followup on licensee event reports,-followup of

i

events, operational safety verification, maintenance, and surveillance. Within

i

these areas, the inspection consisted of selective examination of procedures

)

and representative records, interviews with personnel, and observations by the

inspectors. The findings are documented in the enclosed inspection report.

l

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond. to

<

these violations, in writing, in accordance with the provisions-of '

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

l

Federal Regulations.

Your response should be based on the specifics contained

in the Notice of Violation (Notice) enclosed with this letter.

The response directed by this letter and the accompanying-Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

i

by the Paperwork Reduction Act of 1980. PL 96-511.

Regarding Violation A in the enclosed Notice, NRC. . licensees are required to

respond to Notices of Violation in the time allotted. The NRC staff understands

that, in'certain circumstances, the required dates may not be met and, in those

cases, the NRC staff would normally grant an extension if requested and

appropriate.

In the examples cited in the enclosed Notice of Violation, no

extensions were requested.

In the future, the NRC staff expects the Arkansas

Nuclear One staff to consider requests for ' extension in those unique

circumstances where the response deadlines cannot be satisfied.

The NRC staff is also concerned with the number of AP&L's failures to report

events as required or report events within the times allotted by NRC-

requirements. The NRC staff does not, at this time, consider these failures to

be indicative of a significant breakdown in your program for satisfying NRC

reporting requirements. However, increased management' attention is required _ in -

I

'

this area to assure future failures in your program do not recur. A management:

meeting to discuss these issues will be scheduled with the Region IV staff in

the near future.'
