- CRYSTAL RIVER UNIT 3 - 0FFSITE POWER SUPPLIES 4

This refers to our meeting at Region II Headquarters on July 5,1989.

As we discussed, you have agreed to submit a proposal for enhancements to your offsite power supply system by July 26, 1,989. We would like to discuss your proposed changes at a meeting at White Flint Headquarters shortly after your submittal.

Please include in your submittal a discussion of the following areas of concern:

1.

Recent events may necessitate revisions to your station blackout analysis.

Please reevaluate station blackout taking into account both the impact of recent events and the effects of your proposed solutions to the offsite power problem.

2.

Please review the Crystal River Unit 3 Probabilistic Risk Assessment (PRA) in light of recent experiences. Comments on any conclusions drawn from this review, along with a statement as to the continuing validity of the PRA, should be provided.

3.

Please conment on the various options and analyses proposed by your independent contractor in the recently completed study of your offsite power system.

4.

The analyses done for station blackout, PRA, and those provided by your I

independent contractor should be compared and any inconsistencies resolved.

5.

Provide a statenent as to how Crystal River Unit 3 meets the connitments of the Final Safety Analysis Report and the associated staff Safety Evaluation Report with respect to offsite power sources.
