Dear l Senator Thurmond:

1 This-is in response to your letter dated August 1,1989, case number 9213210011 i which sought assistance in responding to a request from Mayor Shirley A. Mcdonald of Tega Cay, South Carolina. Mayor Mcdonald. had asked for information on -

obtaining assistance in improving the existing road conditions.on evacuation routes from Tega Cay.

The NRC requires nuclear power plant licensees to study the population distri-of'each nuclear power bution plant andrelative to produceto roads and highways evacuation in the time estimates vicinity) based upon the results of (ETEs the study. These ETEs enable authorities to identify potential traffic bottle-necks and make plans for appropriate traffic control measures. These plans are incorporated into the offsite emergency plans developed by such state and local response organizations as the state and local police. If a serious accident should occur at a nuclear power plant, this information would be used in the

. process of making decisions whether to shelter or evacuate the local population.

The severity of an accident, weather conditions, evacuation time estimates, and other factors would be considered in deciding which protective measures would be appropriate.

Emergency response plans and evacuation time estimates were based upon road networks and population. distributions when the_ Catawba plants were: licensed. In the event of significant changes in the. road network and/or the population, the plans .and ETEs should be updated by licensees, state and local governments, as appropriate. Furthermore, the !!RC and the Federal Emergency Management Agency (FEMA) periodically evaluate the overall state of emergency preparedness in the vicinity of Catawba' Nuclear Station. Based on these evaluations, including the most recently condticted emergency preparedness exercises (February 1988_ and April 1989), the NRC and FEMA continue to find emergency preparedness adequate for the Catawba Nuclear Station.

I hope the information above clarifies the NRC's role in protecting the public health and safety and provides assurance that consideration of the population and traffic characteristics of Tega Cay, South Carolina, bs, been incorporated in the

. emergency preparedness for the Catawba Nuclear Station.
