SUBJECT:
MINUTES OF MEETING VITH BER OWNERS' GROUP (BWROG) ON THEIR NEW STANDARD TECHHTCAL SPECIFICATIONS (STS)
On May 16, 1989 the NRC staff met with the BWROG to near their presentation of their proposed new Standard Technical Specifications (STS), and to present an overview of the planned review process. The BWROG presentation covered the format, organization and general content of the submittal. The following issues, discussed at the meeting, are considered noteworthy.
(1) The BWROG identified deviations from the "NRC Staff Review of NSSS Owners Groups' Application of the Commission's Interim Policy Statement Criteria to Standard Technical Specifications"
("SplitReport"). See the enclosed BWR0G handout. The staff comented that, in order to prevent schedule delays, the BWROG should submit changes to the new STS to bring it in agreement with the " Split Report".
(2) The BWROG noted that in a few instances non-generic justifications are given for STS changes and that generic justifications are being written.
(3) The new STS were written with the lead plants in mind. However, the lead plants were chosen for their generic applicability, and the new STS is written generically.
In the few cases in which the lead plants do not contain generic equipments or systems, supplemental specifications are to be written. The STS submittal is a baseline that will expand as other plants are addressed.
The acceptance review of the BWR0G new STS comenced on May 19, 1989 in accordance with the schedule.
