On' August 8,1989, I advised NRC management that the BSEP-2 recirculation system discharge risers, safe ends and nozzle butter replacement will be performed during Refueling Outage 8. This decision for replacement revises the inspection plans submitted on June 15,-1989 The. revised scope of action to be taken is divided into five (5) categories:

'(1)'NUREG-0313,, Revision 2 Inspections; (2) RWCU Piping Replacement; (3) Hydrogen Water Chemistry Implementation; (4) Criteria for .

Replacement / Repair, and (5)^ Schedule for Insptetion/ Decision Process. Each Category is revised as discussed in Enclosure 1 to this letter.

The results of the int;pections, the specific scope of the RCRS pipe replacement, and a description of any further corrective actions will be submitted prior to BSEP-2 start-up.

ENCLOSURE 1 REVISED REFUELING OUTAGE 8 SCOPE OF ACTIONS

1) NUREG-0313. Revision 2, Inspections I The BSEP-2 Refueling Outage 8 inspection program will include ultrasonic p inspection of the austenitic stainless steel welds in accordance with the recommendations of NUREG-0313, Revision 2, and the requirements specified in the April 25, 1989 Safety Evaluation Report regarding the BSEP-2, Refueling Outage 7,. inspections program and results.

CP&L has classified the " service sensitive" weldments in the seven (7) categories as defined in the NUREG. Table 1 provides the revised listing of the welde by category. The BSEP-2, Refueling Outage 8 inspection plan, based on these classifications, is as follows:

Category A Welds Table 2 provides a listing of the forty (40) welds in this category that will be inspected during the Refueling Outage 8. The thirty-six (36) additional welds in this category are the RCRS replacement welds.

Category B Welds BSEP-2 has no welds in this category.

Category C Welds Table 2 provides a listing of the remaining thirty-one (31) welds in this category that will be inspected during the Refueling Outage 8. Eight (8) of the original wolds to be inspected will be eliminated by the RCRS pipe replacement.

Category D Welds Table 2 provides a listing of the remaining four (4) welds in this category that will be inspected during the Refueling Outage 8.

Seventeen (17) of the original welds to be inspected will be eliminated by the RCRS pipe replacement.

Category E Welds There are currently forty-one (41) standard design weld overlay repairs on BSEP-2. Twenty-eight (28) of these weld overlays will be eliminated by the RCRS pipe replacement.

Table 2 provides a listing of'the remaining six (6) weld overlays to be inspected during the Refueling Outage 8. Fourteen (14) of the original weld overlays to be inspected will be eliminated by the RCRS pipe replacement.

Table 2 provides a listing of the two (2) welds in this category that will be inspected. during the Refueling Outage 8. There is no change in this category as a result of the RCRS pipe replacement.

Category G Welds l

. Table 2 provides a listing of the two (2) welds in this category that will be inspected during the Refueling Outage 8. There is no change in this category as a result of the RCRS pipe replacement.

2) RWCU Pipe Replacement The remaining susceptible portions of the 4" RWCU piping system will be replaced using conforming 316 stainless steel materials. All new 4" welds will receive a preservice, ultrasonic examination.

3) . Hydrogen Water Chemistry Implementation Hydrogen Water Chemistry installation is complete and in operation. Final acceptance testing is currently in progress.

4) Criteria for Replacement / Repair AND Schedule for Inspection / Decision Process Based on Carolina Power & Light Company's decision to implement the RCRS pipe replacement durlag Refueling Outage 8, Categories 4) and 5) above have been eliminated.
