  • .....f SAFETY' EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AllENDMENT NO.127 T0-PROVISIONAL OPERATING LICENSE NO. DPR-20 CONSUMERS POWER COMPANY PALISADES PLANT DOCKET NO. 50-255 1~. 0 ~ INTRODUCTION By letter. dated September 23 1988, and revised by letter dated January 16, 1989, Consumers Power Company requested changes to the Administrative Controls Section of the Technical Specifications for the Palisades Nuclear Power Plant. The changes are intended to strengthen both onsite and offsite safety review functions.

2.0 EVALUATION The following is a brief description and evaluation of eacn requested change to the. Technical Specifications.

A.

Section 6.2.3

, Plant Safety Engineering ~ {PSE)

Consumers Power Company has deleted this organizational unit in its entirety. The PSE was. established to perfonn the sarne basic function '

i ds an Independent Safety Engineering Group (ISEG). The ISEG is required by the NRC for post-TMI licensed plants. Palisades Nuclear Plant was licensed prior to the accident at TMI, and the NRC has not

required Consumers Power Company to have an ISEG at Palisades for any

other reason. Therefore, the PSE is not required at the Palisades i

Nuclear Station.

l Based on the above, we find the reouested change acceptable, B.

Section 6.5.1-Plant Review Comittee (PRC) j L

1.

Section 6.5.1.2 - The composition of the PRC has been revised.

The positions of Technical Engineer and Technical Director have been deleted and the positions of Plant General Manager and Plant j

Safety and Licensing Director; respectively, have been added in j

their place.

I 2.

Section 6.5.1.6 - This section has been revised to state that "the PRC shall be responsible for nuclear safety review of" in place of "the PRC shall be responsible for."

In conjunction with this change, the words " review of" have been deleted from those subsections that began with those words.

items identified under Specification 6.5.3.4 as significant to I

nuclear safety" was added, the review of " monthly reports from 1

Plant Safety and Licensing" was added, and other responsibilities i

were combined. Reports of violations of-the Technical Specifications will be forwarded to the Vice President - Nuclear Operations Department (N0D)-and to the Nuclear Safety Services Department I

-(NSSD) instead of to,the Vice President - Nuclear Operations and to the Director of Nuclear Safety.

Section 6.5.1.7 - Consumers Power Company has revised the references in this section to reflect the revised Section 6.5.1.6.

We find these changes acceptable as they meet the appropriate acceptance criter.ia of Section 13.4 of NUREG-0800, of the Standard Review Plan.

C.

Section_6.5.2 - Nuclear Safety Board (NSB)

Consumers Power Company has deleted the NSB and replaced it with a l

full time Nuclear Safety Services Department (NSSD). The NSSD has i

assumed the. responsibilities of the NSB.

It reports to the Vice l

President - Nuclear Operations. The staff of the NSSD will meet or exceed the qualifications described in Section 4.7 of ANSI /ANS 3.1-1987, and shall have no direct responsibility for activities-subject to their, review.

We find this change acceptable as it meets the appropriate i,cceptance criteria of Section 13.4 of NUREG-0800, of the Standard Re/iew Plan.

Section 6.5.3 - Plant Safety and Licesing l

1 Consumers Power Company has added e new ortienizational unit titled i

Plaat Safety and Licensing that will function to examine industry i

operating experience and proposed changes in design and operation to 8

identify issues significant to nuclear safety and to recormend nuclear i

safety improvements.

It will be composed of five experMnced technical i

staff to carry out its functions, which include the review of procedures, tests and experiments, proposed changes or modifications to plant systems as delegated by the PRC, and to determine issues significant

for PRC review.

For those items not referred to PRC, they shall recommend in writing to plant management approval or disapproval.

We find this change acceptable as it established a fonnal group to perform reviews for the PRC and to perform some of the functions i

normally done by an Independent Safety Engineering Group.

Editorial Consumers Power Company has made editorial changes to reflect revised titles and references.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, with respect to these items, this amendment meets the eligibility criteria for cate-Pursuant to 10 CFR i

gorical exclusion set forth in 10 CFR 51.22(c)(10).

51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

We have concluded, based on the considerations discussed above, that I

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
