NORTH ANNA UNIT 2 (NA-2) - CYCLE CORE SURVEILLANCE REPORT The NA-2 Technical Specification (TS) 6.9.1.7 requires a Core Surveillance Report be provided to the NRC 60 days prior to cycle criticality unless a written waiver is granted by the NRC staff.

By letter dated February 17, 1989, the licensee indicated that the 60-day advance submittal requirement be waived by the NRC for the following reasons.

Because of delays in the restart of the Surry units and system load demands, NA-2 operated beyond the burnup range used for the initial Cycle 7 reload core design.

The Cycle 7 core was then redesigned following the completion of Cycle 6 operation to facilitate use of actual Cycle 6 burnu) information.

The time required for the redesign of the Cycle 7 reload core tien made it impossible to meet the 60-day advance submittal requirement of TS 6.9.1.7 prior to Cycle 7 initial criticality.

Therefore, in accordance with the TS 6.9.1.7 reporting provision, the licensee requested the 60-day advance submittal requirement be waived by the NRC, and alternately, the licensee proposed to submit the required Core Surveillance Report by March 15, 1989.

By letter dated March 15, 1989 the licensee submitted the required Cycle 7 Core Surveillance Report for NA-2.

The Cycle 7 reload core was analyzed in accordance with the methodology documented in the approved Topical Report VEP-FRD-42, Revision 1-A, " Reload Nuclear Design Methodology," using NRC-approved codes as referenced in the Topical Report. The information in the NA-2 Core Surveillance Report was developed in accordance with the licensee Topical Report VEP-NE-1-A,

" Relaxed Power Distribution Control Methodology and Associated FQ Surveillance Technical Specifications." The results of the analyses indicated that no key analysis parameters would become more limiting during Cycle 7 operation than the values assumed in the currently applicable NA-2 safety analyses...The Core Surveillance Report consists of the NA-2 Cycle 7 N(z) function and the axial flux difference limits, which are based upon the currently-approved total peaking factor (F ) limit of 2.19.
