, operation on February 19.,

1989 and enter a refueling outage.

Cycle 7 is currently scheduled to begin on April 18, 1989.

Because of delays in the restart of the Surry units and system load demands,

' North Anna Unit 2 has operated beyond the burnup range used for the initial cych 7 reload core design:. The cycle 7 core will be redesigned following the completion of cycle 6 operation to facilitate use of actual cycle 6 burnup info.mation.

The time. required for the redesign of the cycle 7 reload core then makes it ' impossible to meet the sixty day advance submitta'l requirement of Technical Specification 6.9.1.7 prior to cycle 7 initial criticality.

However, the Technical Specification provides for an alternate submittal date i

with NRC written approval.

Therefore, in accordance with this Technical Specification provision, we request-the sixty day advance submittal requirement be waived by the NRC, and alternately, we propose to submit the required Core Surveillance Report by March 15, 1989.

. Based on a preliminary assessment, Technical Specification changes are not p

expected to be required to support the cycle 7 reload core design.
