Gentlemen:

This refers to the inspection conducted by Messrs. H. F. Bundy and R. V. Azua of

this office during the period June 5-14, 1989, of activities authorized by NRC

Operating Licenses DRP-51 and NPF-6 for the Arkansas Nuclear One-facility, and

to the discussion of our findings with Mr. N. S. Carns, and other iambers of

your staff at the conclusion of the inspection.

Areas examined during the inspection included your actions in response to

Generic Letter 88-17 to prevent and, if necessary, respond to loss of decay

heat removal. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personnel,

and observations by the NRC inspectors. The inspection findings are documented

in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of hRC requirements. Consequently you are required to respond to

this violation, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10 . Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter. This violation

is of particular concern to the NRC due to the apparent failure to provide

complete and accurate information to the NRC staff. Based on arrangements

made with Mr. N. S. Carns of your staff, a management meeting between members of

your staff and the Fegion IV staff will be held on July 7, 1989, in Region IV

offices.to discuss this matter.

The response directed by this letter and the accompanying Notice is not

subject to the clearance procedures of the Office of Management and Budget as

-requireo by the Papwerweik Reduction Act of 1980, PL 96-511.

Three unresolved items are identifed in paragraph 2.1 of the enclosed

inspection report.
