I As required by Generic Letter 89-08, " Erosion / Corrosion-Induced Pipe Wall Thinning," South Carolina Electric & Gas Company (SCE&G) hereby provides assurances that SCE&G has developed and implemented an erosion / corrosion l

Inonitoring program. This program, consisting of systematic measures, ensures that erosion / corrosion'will not lead to degradation of single phase and two phase flow high energy carbon steel systems.

The procedure controlling SCE&G's erosion / corrosion program is General lest Procedure (GTP) 308 " Corrosion / Erosion Detection and Evaluation Program." Prior to 1987, the scope of GTP-308 was limited to two phase flow systems. This period bounded SCE&G's first and second refueling outages.

In January 1987, subsequent to the Surry incident, SCE&G initiated evaluations for single phase fittings. Susceptible fittings were inspected during the third refueling outage.

Prior to the fourth refueling outage. SCE&G revised GTP-308 to incorporate the Nuclear Utility Management and Resources Council guidelines for single phase erosion / corrosion inspections. The inspection population for the fourth refueling outage consisted of selections derived from internal methods, an independent analysis performed by Technicon Enterprises and the Electric Power Research Institute (EPRI) Chexal Horowitz Erosion / Corrosion (CHEC) Program.

In April 1989, all responsibilities specified within GTP-308 were tr-ansferred to the Engineering Services organization. This change was initiated to improve formal documentation and centralization of the erosion / corrosion program.

, June-26, 1989 Page 2 Prior to the fifth refueling outage, GTP-308 will be replaced by a new Engineering Services procedure which will base selection of inspection locations on operating experience, the EPRI CHEC and CHECMATE computer codes and engineering judgement.
