liquidcontrolsystems(SLCS). This rule is necessary to clarify the intent of an existing regulation.

A proposed rule on this subject was published in the Federal Register on Monday, October 24,1988(53FR41607).
Sixty days were allowed for public comment.
One comment was received by the NRC, which agreed with the proposed
-clarification. The Commission believes that the proposed rele adequately clarifies reactivity control conditions for boiling water reactor SLCS, thus, the final rule adopts the proposed rule without modification.
This rule is clarifying in nature and does not constitute a significant I
question'of policy. The rule will become effective 30 days following its publication in the Federal Register.

- The NRC is amending its regulations to set forth conditions and considerations for determining reactivity control capacity for boiling water reactor standby liquid control systems.
The changes are necessary i
to clarify the existing regulation.

Water Reactors," that proposed amendments to 10 CFR 50.62.
Interested parties wer,e invited to submit written comments within a 60-day comment ~
period, which ended on December 23, 1988.
One comment was received, which agreed with the proposed clarification.
