Gentlemen:

This refers to the inspection conducted by Messrs. B. L. Bartlett, M. E. Skow,

and D. M. Hunnicutt of this office during the period May 1-31, 1989, of

. activities authorized by NRC Operating License No. NPF-42 for the Wolf Creek

Generating Station, and to the discussion of our findings with Mr. B. McKinney

and other members of your staff at the conclusion 'of the inspection.

Areas examined during the inspection included plant status, previously

. identified NRC items, operational safety verification, monthly surveillance

, observation, monthly maintenance surveillance, and review of licensee event

reports. Within these areas, the inspection consisted of selective examination

'

of procedures and representative records, interviews with personnel, and

observations by the NRC inspectors. The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. However, in accordance with Section V.A of the

NRC's Enforcement Policy, no citation is being issued for the violation

described in paragraph 4 of the enclosed inspection report.
