Dear Mr. Sanacore:
The staff has evaluated the American Nuclear Insurers' letter of May 22, 1989, regarding the industry's ability to reliably detect thermal fatigue cracking in piping. Considering the recent experience with service-induced degradation, licensees, reactor vendors, and nondestructive examination inspection agencies should be aware of the instrumentation and procedures that are essential for the detection of cracks. Supplement 2 of Bulletin No. 88-08 provided guidance and summarized concepts that are common knowledge within the industry. As the responses to the bulletin were submitted under oath or affirmation, the staff .
has reason to believe that licensees are performing effective ultrasonic 1 testing on large_ diameter pipe. Your contention that some organizations may not be utilizing appropriate examination procedures is disturbing. A summary of the results of your survey on the techniques being used versus the guidance provided by the staff wotid oc helpful to the staff in considering the need for additional action to asrure that maningful volumetric examinations are being performed. My staff will contact you to obtain a copy of this survey in the near future, After several years of effort, Appendix VII, Qualification of Nondestructive Examination Personnel for Ultrasonic Examination," was published in ASME Section ,
XI. In addition, Appendix VIII, "UT Performance Demonstration," should be ap- 1 proved in the near future. Once these appendices are referenced in the Federal !
regulations and fully implemented, state _of-the-art ultrasonic testing will {
become a mandatory ASME Code requirement. Therefore, ultrasonic testing will be j performed on a representative sample of welds by qualified personnel using '
techniques with demonstrated effectiveness.
